Do a google search. There is a list put out by the gov to stop councils from ripping off ratepayers. If you ring council and ask if a small shed etc needs to go through them the answer is almost always yes. Please pay. But a lot of stuff is exempt now cos they were getting in the way of kick starting the economy.
